Canada Ended the Vanier Scholarship: CGRS-D Pays $40,000 a Year for a PhD and Closes 17 October

On 28 August 2026 the Natural Sciences and Engineering Research Council of Canada (NSERC) listed the Canada Graduate Research Scholarship – Doctoral (CGRS D) at CAD $40,000 per year for 36 months, with a direct-to-agency deadline of 17 October at 8:00 pm Eastern Time. The same page is the federal home for a programme now run jointly with the Canadian Institutes of Health Research (CIHR) and the Social Sciences and Humanities Research Council (SSHRC). International PhD students registered at an eligible Canadian institution can apply. Up to 15 percent of awards are reserved for them. Results are due in April 2027.

That is the replacement, not a rumour. The Vanier Canada Graduate Scholarship — CAD $50,000 a year — ran its last competition in Fall 2024. The old Canada Graduate Scholarship – Doctoral (CGS D) and the agency-specific doctoral awards were folded into this single CGRS D. The annual cheque is smaller than Vanier’s. The door is wider, and for the first time a Lagos-, Pune-, Manila-, Karachi-, Hanoi-, or São Paulo-born doctoral student already enrolled in Canada is in the federal pool.

If you are not yet registered in a Canadian PhD by the deadline, you are not an international-eligible applicant. That single rule is where most overseas queries die.

What you get, in money you can plan around

CGRS D pays CAD $40,000 a year for 36 months — CAD $120,000 in total, roughly USD 87,000–90,000 at recent exchange rates, paid in Canadian dollars. Tenure can start in May 2027, September 2027, or January 2028, depending on where you are in the programme and what the award-holder’s guide allows.

It is a scholarship, not a salary and not a research grant you manage as a principal investigator. It is meant to let you concentrate on the doctorate. Institutions may stack top-ups; Waterloo, for example, still advertises its President’s Graduate Scholarship on top of a CGRS D held there. Stacking rules are institutional. The federal floor is $40,000.

Vanier paid CAD $50,000. The gap is real. So is the access change. Vanier was a tiny, prestige-heavy competition. CGRS D is the main federal doctoral award, with extra offers tagged to Budget 2024 priority areas (advanced digital technologies including AI and quantum, health and biotechnology, clean technology, climate and the Arctic, food and water security, democratic resilience, advanced manufacturing, defence and dual-use). Those priority tags do not replace merit review. They can add offers for already-meritorious files.

You may apply to CGRS D at most three times in a lifetime. If you already held a doctoral-level award from CIHR, NSERC, or SSHRC — including Vanier — you are finished. You cannot hold two CRTAS doctoral awards.

Who can apply in the 2026–27 round

NSERC’s eligibility page, as it stood on 28 August 2026, is a checklist, not a vibe.

Study-time cap. By 31 December 2026 you must have completed no more than 36 months of full-time-equivalent doctoral study in the programme you want funded. Summer terms count. Two part-time terms count as one full-time term. Fast-track students start the clock on the date they transfer into the PhD. Joint master’s/PhD clocks usually start at the first registration in the joint programme. MD/PhD and similar professional/PhD joints count only the PhD portion.

Programme shape. The doctorate must be research-heavy: thesis, dissertation, major research project, or a merit-reviewed creative output. Course-only professional doctorates without that research core do not fit.

Citizenship split.

• Canadian citizens, permanent residents, and protected persons may apply through a Canadian institution or, in defined cases, directly to the agency. They may also hold the award at an eligible university outside Canada if they already completed at least one earlier degree in Canada. Up to 20 percent of awards may be held abroad — that stream is not for international students.
• International applicants must be registered in the doctoral programme at an eligible Canadian institution by the application deadline. Up to 15 percent of awards go to this group. You cannot sit in Karachi or Recife with an offer letter and apply as an international candidate. Registration, not admission, is the test.

McGill’s graduate office put the same rule in staff-facing language for this cycle: non-Canadians who are not protected persons must be registered in the doctorate for Fall 2026. Other campuses will phrase it their own way. The federal line is registration by deadline.

One CRTAS shot per year. You cannot also submit CGRS M, CGRS D, and the Canada Postdoctoral Research Award in the same academic year and hope the agencies sort it out. The first eligible application is the one they keep.

If you are still in a master’s and could take CGRS M for a first doctoral year, NSERC tells you to do the arithmetic. CGRS M is a separate award: CAD $27,000 for 12 months, and it is still built primarily around citizens and permanent residents. Do not treat CGRS D as a longer CGRS M. The application portals, deadlines, and eligible populations differ.

The deadline people miss is not 17 October

NSERC’s 8:00 pm ET 17 October date is the direct-to-agency close. Most people reading this from a Canadian PhD desk cannot use it.

17 October 2026 is a Saturday. NSERC’s overview page still prints 17 October, 8:00 pm ET as the direct-agency close. SSHRC’s October 2026 competition page has already moved its own direct close to Monday 19 October 2026, 8:00 pm ET because the 17th falls on a weekend. File according to the portal you actually use; do not treat SSHRC’s Monday as extra time on an institutional track — your campus date does not move.

If you are (or were, at any point in calendar 2026) registered at a Canadian institution that holds a doctoral award quota for your agency, you apply through that institution. The university’s date is earlier — often two to four weeks earlier — and the university forwards only up to its quota. A file submitted on 16 October through a quota school is not fashionably late. It is in the wrong channel, and NSERC’s own instructions say the agencies reject wrong-channel applications.

A student in electrical engineering at Waterloo who waits for “the October NSERC deadline” will not be in Waterloo’s ranking. A student who finished a UAlberta master’s in June 2026 and started a PhD at a UK university still files through Alberta if Alberta has a quota — registration during the calendar year, not current campus, drives the channel for citizens and PRs.

International students at quota schools follow the institution line. Direct application is only for the narrow cases NSERC lists (for internationals, essentially a Canadian doctoral registration at a school without a quota for that agency).

Referees submit through the agency portal, not by email to you. Incomplete letters mean an incomplete application, and incomplete applications do not wait.

Vanier is over. This is what actually changed.

Vanier was a CAD $50,000, three-year, leadership-branded scholarship. The last intake was Fall 2024. From 2025 the federal doctoral landscape is CGRS D.

A Filipino PhD student in public health at Toronto who would have needed a Vanier nomination now files a CIHR CGRS D through her graduate unit, on the unit’s September date, and competes in the 15 percent international slice as well as the general merit pool. A Nigerian citizen still finishing a master’s in Ibadan, with no Canadian registration, is not in this competition — full stop. The lawful next moves are admission, a Canadian study permit, and the following year’s CGRS D, once registered.

The value cut from $50,000 to $40,000 will sting anyone who anchored a budget on Vanier. Against the old CGS D (often remembered at CAD $35,000), $40,000 is an increase. Honesty requires both comparisons.

How the file is scored

Institutions rank internally to fill a quota. Agencies then run their own committees. The published weights are the same at both levels:

• Research potential — 50 percent. The proposal has to be specific, feasible, and methodologically sound. Contributions (papers, posters, patents, community outputs, software, performances) are read relative to stage, not against a full professor’s CV. EDI considerations in the research design count where they apply. Clear writing counts. Hype does not.
• Relevant experience and achievements, inside and outside the academy — 50 percent. Transcripts, awards, teaching, mentoring, community work, professional practice, lived experience and traditional knowledge where relevant. There is no hidden GPA cutoff on the federal page, but committees see the record.

DORA rules apply: committees are instructed not to treat journal brand as a proxy for quality. That helps applicants from universities in India, Nigeria, Vietnam, and Brazil whose best work did not land in a small set of North American titles — if the contribution list is concrete.

Indigenous applicants whose nations or communities are in Canada, and Black student researchers who consent to designated consideration, may access additional awards and supplements. Those streams have their own documentation rules. They are not a parallel international quota.

Pick the agency that matches the research, not the agency you think is “easier.” Interdisciplinary files get mis-routed every year. NSERC publishes an addendum on health-adjacent work; SSHRC publishes subject-matter notes; CIHR has its own. If the proposal is AI for tuberculosis diagnostics, do not send it to SSHRC because the word “policy” appears in paragraph four.

What has to be in the portal before your university’s clock hits zero

Exact forms differ by agency (CIHR ResearchNet; NSERC Form 201; SSHRC’s doctoral form), but the substance repeats.

• Research proposal at the page limit the instructions name — focused question, methods, timeline, contribution.
• Contributions, relevant experience, and activities — not a second CV in prose, a curated list.
• Transcripts for every post-secondary attempt, including the current PhD. Toronto’s SGS notes that a September 2026 transcript is expected even if it shows no grades yet. Waterloo wants transcript requests in by 10 September 2026. Order them in August.
• Two (or the number the form requires) online referee assessments. Ask in August. Give a draft proposal. Portal letters that arrive on 16 October do not help a 11 September unit deadline.
• Agency-specific attachments (NSERC’s subject-matter justification is a short staff document, not a scored essay).

Applications are submitted electronically. After the deadline you cannot edit the scientific content. You can update contact details by emailing the agency.

Is the Vanier scholarship discontinued?

Yes. The Vanier Canada Graduate Scholarship held its last competition in Fall 2024 at CAD $50,000 a year. Federal doctoral funding at this level now runs through CGRS D at CAD $40,000 a year for 36 months, administered by CIHR, NSERC, and SSHRC. Prior Vanier holders cannot take CGRS D.

Citizens of Nigeria, India, the Philippines, Pakistan, Vietnam, Brazil, or anywhere else who are not yet registered in that Canadian PhD are not eligible in this round.

What is the 17 October deadline versus the university deadline?

17 October, 8:00 pm ET is the published agency close for people who must apply directly to CIHR, NSERC, or SSHRC. Because 17 October 2026 is a Saturday, the practical direct close is the next business day — SSHRC has already printed 19 October, 8:00 pm ET. If you apply through a Canadian institution — the default for anyone registered at a quota school in 2026 — you use the institution’s date. Toronto units have been closing as early as 11 September; Alberta 16 September; Waterloo 22 September; Carleton 28 September. Miss the campus date and the agency date is irrelevant.

CGRS D versus the old Vanier: what changed?

The headline stipend fell from $50,000 to $40,000. The programme absorbed Vanier, CGS D, and the old agency doctoral awards. International students at Canadian PhD programmes are in the pool. Selection is a 50/50 split between research potential and experience, without Vanier’s leadership brand. The application is a Tri-Agency doctoral file, not a separate prestige nomination.

The federal page will not wait because a graduate unit website still says “CGS D” or because a supervisor remembers Vanier’s leadership essay. Read the NSERC CGRS D instructions for this competition, confirm your campus close in writing this week, and treat 11–28 September as the real season if you are already on a Canadian register. 17 October at 8:00 pm ET is a backstop for a minority of applicants. April 2027 is when the agencies say you will know. The Vanier name is history; the CAD $40,000, 36-month doctoral award is the live federal instrument, and it closes on the calendar above.
